Extension and Survey Committee

The Committee on EXTENSION & SURVEY shall deal with applications for assistance presented by Churches belonging to the United Church of Canada within the bounds of the Montreal Presbytery, advise in regard to removal or erection of churches, advise in regard to the maintenance and repair of churches, shall seek and take necessary steps towards securing new sites for churches,  and generally shall do such survey work as is required for the proper co-ordination and carrying on of the work of the Church within the Montreal Presbytery.

The goal of the Board is to protect church property from imminent damage by the elements, to prevent damage to the contents or bodily injury and to maintain property value.

Approved projects works will be in the following areas of the basic building fabric:

a) major structural work on the envelope of the building, e.g. foundations, load bearing walls, drainage, roofs, windows, doors, floors

b) basic building services, e.g. electrical, heating and ventilation, plumbing, security

c) code requirements, e.g. conformity to building codes, oil tank removal

Project work in the following areas will not be considered - routine maintenance, painting, plastering, lighting, furnishings, organs etc.

Funding Criteria

1. The committee requires prior submission, on attached form, of any project’s scope of work, order of magnitude of costs and technical description or your contractor’s recommendation at the preliminary stage in order for the committee to consider your request.

2. The committee will evaluate and comment upon the project, visiting the site when needed, to assess the merit of the request.

3. The committee will assess whether the type of work justifies professional involvement in preparation of design (drawings and specifications if needed) and supervision of work. It will also approve the appointment of that professional.

4. Once the scope of work and technical approach to the project has been approved in principle three signed bids on the identical scope of work are required. (Please note if a time and material approach is preferred the committee will indicate when appropriate).

5. The committee reserves the right to recommend a contractor for any given project. Once recommended that contractor’s bid must form part of the three submissions. When that bid is the lowest it must be accepted. However there will be certain cases even when it is not the lowest it will be deemed the most appropriate.

6. The committee will assess the congregation’s ability to pay for a project when negotiating the Board’s contribution to the financing of the project.

7. It is understood that the trustees and/or congregation will grant or have granted approval to the project.

8. The committee reserves the right, working through the Montreal Presbytery, to evaluate and comment upon any project on any immovable under the oversight and supervision of the Montreal Presbytery.

Time Line

1. Applications will be sent out in March to be returned not later than May 30th of each year.

3. The committee will normally make on site visits from May to August or as required.

4. Final approval for grants will be given once the bids have been received.

5. Payment will be made upon receipt of paid invoices. Pastoral Charge must pay all initial invoices before being reimbursed.
